About

Located in the heart of the Iron Range, Hibbing was one of the first cities in the nation to expand educational opportunities by opening a junior college in 1916, making Hibbing’s community college one of the oldest two-year colleges in the country. Originally housed in the historic Hibbing High School, the college moved to its current campus location in 1969.

EXPRESSIVE ACTIVITY/FREE EXPRESSION ZONES

The United States and Minnesota Constitutions’ guarantee all individuals the right to the freedom of expression. In recognition of its status as a public institution of higher learning, Minnesota North College at the Hibbing Campus, identifies the in the paved area by the flag pole in front of the Main South Entrance as the area open to the public for the free expression of ideas during the hours of 6:00 a.m. to 10:00 p.m. without prior approval and without the requirement of a use agreement or fee. Any and all related activiites cannot impede individuals from coming or going through this area, in other words a reasonable walkthough path must be maintained at all times.

In most cases, it is preferable for an individual or group, be they a Minnesota North College affiliated or not, to follow the scheduling procedures identified in this Policy to ensure the free expression zone is available at a time when an individual or group wish to make use of it. Moreover, scheduled use of a free expression zone supersedes any unscheduled use of the property. Nevertheless, subject to reasonable time, place and manner restrictions, an individual or group may make use of a free expression zone when otherwise not in use or scheduled for use by another individual or group. Minnesota North College encourages the college community to be tolerant of those exposing different points of view while taking advantage of the opportunities to express themselves and be exposed to new ideas.

All other areas indoors and outdoors must follow the college reservation approval process including              facility use agreements or fees as appropriate.
